The Coordination Center for the national domain of the Internet (the abbreviated name is the Coordination Center for RU / RF Domains) is the administrator of the country code top-level domains .RU and.РФ. Serves as a national registry. Has the authority to develop rules for the registration of domain names in .RU and .РФ domains, accreditation of registrars and research promising projects related to the development of Russian top-level domains. The main task of the Coordination Center is to ensure reliable and stable functioning of the DNS infrastructure of the Russian segment of the Internet.

The Coordination Center was established in 2001 as a non-profit organization, its co-founders were: Public-State Association "Association of Documentary Telecommunications" (ADE), "Union of Internet Operators" (SOI), Regional Organization "Center for Internet Technologies" (ROCIT) and Russian Research Institute for the Development of Public Networks (RosNIIROS). Since the establishment of the Coordination Center, the system of registration of domain names in Russia has been reorganized: administrative and technical functions of the national registry have been separated; improved procedure for working with end users; Registrar accreditation conditions are accepted; introduced new protocol interactions

A non-profit organization created in 2001 to develop rules for registering domain names in RU and RF domains, accredit registrars and research promising projects related to the development of the Russian national domain.

The founders of the RU Domain Coordination Center at the time of foundation were: Public-State Association "Association of Documentary Telecommunications" (ADE), "Union of Internet Operators" (SOI), Regional Organization "Center for Internet Technologies" (ROCIT) and Russian Research Institute for the Development of Public Networks ( RosNIIROS).

In December 2015, the number of founders of the Coordination Center for the National Domain of the Internet Network (CC) increased from four to six members, including the Ministry of Telecom and Mass Communications of the Russian Federation and (IRI).

The organization is responsible for the development of two geographic zones - .SU .РФ, which as of January 2013 together contain more than 5 million domains. Of these, 4.27 million are registered in the zone. RU and another 780 thousand - in. RF.

In its activities, the RU Domain Coordination Center relies on the accumulated international experience, interacts with leading organizations responsible for coordinating the development of unique Internet identifiers and the domain name system. Among them:

  • Internet Corporation for Assigned Names and Numbers (ICANN),
  • Council of European National Top Level Registries (CENTR),
  • Internet Governance Forum (IGF) and other international organizations.

Governing bodies

Discussion of projects related to organizational and technical issues domain names registration in RU and RF domains takes place within the framework of the advisory bodies of the Coordination Center (working groups and committees). The supreme governing body of the Coordination Center is the Council, which is composed of experts in the development of address and domain space, prominent figures of the Russian Internet community.

Suspicion of setting monopoly high prices

Administrators of national top-level domains.ru and.рф are suspected of setting a monopoly high price for services of access to the domain registry. This was reported in March 2018 by the Federal Antimonopoly Service, which opened a case after complaints from Russian registrars of second-level domain names in zones.ru and.rf. They stated about unjustified overpricing of services for access to the registry.

According to the FAS, in 2017, the Council of the Coordination Center for the National Domain of the Internet (CC) decided to raise the cost of the services of Technical Center Internet JSC, which has been in force since 2009, to provide access to the register of top-level domain names. every successful operation) almost 2 times.

"Such actions of the administrator can negatively affect both the competition among the registrars themselves and serve as a consequence of an increase in the price for the end user," said the head of the communication regulation department and information technologies FAS Russia Elena Zaeva.

The essence of the project is that the CC will be nationalized, and the financial flows passing through it will go to government agencies. At the same time, Presidential Aide Igor Shchegolev is in favor of Rostelecom getting the authority of the CC, and Aleksey Sokolov, the Deputy Head of the Ministry of Telecom and Mass Communications, is lobbying for the option with the Voskhod Research Institute. Other contenders are called "Giprosvyaz" and the Radio Research Institute.

At the same time, the change in the legal structure of the CC is not discussed, since the redelegation of its powers is fraught with problems with the American corporation ICANN, which is the administrator of domain names of the global Internet.

The publication indicates that the Internet Development Fund and CC receive 130 million rubles a year. license fees. TCI receives 420 million rubles from registrars for registration or renewal of domains.

Sberbank subsidiary will have the right to block phishing sites

"Now Bizon requires domains to be split either through law enforcement agencies or through already accredited organizations. But this is time consuming. Why should they work through an intermediary when the promptness of blocking is important, because they themselves can do it," said Vorobyov.

According to him, to transfer such rights to Bizon, KC intends to use clause 5.7 of the "Rules for the registration of domain names in the ..ru and .рф zones", which states that the registrar has the right to stop delegating the domain that is used for phishing, spreading viruses or materials with child pornography ". In this case, Bizon will act as the “competent organization” determining which domain should be deactivated.

In Russia, several departments are simultaneously fighting against prohibited and dangerous information on the Internet. Roskomnadzor is engaged in identifying pornographic materials, the Federal Service for the Control of Drug Trafficking is engaged in the search for information on the illegal distribution of drugs and their propaganda, in the discovery of materials with the promotion of suicide and the identification of information harmful to the health of children - Rospotrebnadzor. The Federal Tax Service deals with gambling, and the Prosecutor General's Office detects extremist materials on the Internet. In this case, the delegation of a domain can be terminated either by the Office "K" of the Ministry of Internal Affairs, or by the Prosecutor General's Office.

Andrey Vorobyov - new director

On October 12, 2015, the Coordination Center for the national domain of the Internet (CC) announced the name of its new director. It was the former PR-director of Ru-Center, Andrei Vorobyov, who replaced Andrei Kolesnikov, who headed the organization since 2009 and was fired due to a conflict with the founders of the CC. More details.

2012: Domain.RF dries up

The Coordination Center for the national domain of the Internet has summed up the results of 2012 in the field of the development of the Internet in Russia. The organization is responsible for the development of two geographic areas - .SU and. RU, as well as one national - .РФ, which together contain more than 5 million domains. Of these, 4.27 million are registered in the zone. RU and another 780 thousand - in. RF.

At the same time, the growth in the number of domains in the. RU continues while zone. The Russian Federation even decreased slightly - at its peak, 937 thousand domains were registered. This is due to the fact that the excitement around the national zone has passed and domains registered for the future are not used.

“We will continue to clean the area. RF from unused domains, so a slight decrease in their number is possible in the future, - noted Andrey Kolesnikov, head of the Coordination Center. "Note that the share of used domains in this zone continues to grow."

The share of used domains in the zone. RF in 2012 increased to 75% (in 2011 it was at the level of 70%). In the zone. RU this share is 91%.

During 2012, KC completed the process of implementing the DNSSEC protocol in the domain zones under its control. In particular, all three zones served by CC were signed with an electronic signature placed in the IANA root repository. The ability to authenticate national zone root servers allows DNS users, especially operators who translate DNS records to IP addresses, to be sure they are getting the correct zone information from a trusted source.

Ensuring security, according to Mikhail Medrish, chairman of the board of the Coordination Center, during this period is one of the key tasks of Internet regulation. The problem became so serious that the International Telecommunication Union even tried to include the Internet in its sphere of influence to regulate the rules of conduct more strictly. but final decision on this issue has not yet been adopted: some countries voted for the regulation, some - against, and there were countries that took the time to get acquainted with the problem.

One thing is clear: the Internet is becoming an arena for cyber warfare. Therefore, the resolution of conflicts by organizations independent of states is becoming more and more difficult. States have sufficient resources to develop cyber weapons, and this process needs to be controlled. Most likely, no self-regulatory organization will be able to collect enough resources to compel any country to comply with such rules. It is not yet clear who exactly should ensure compliance with international agreements in the field of cyber weapons, but the need for such forces is already ripe.

In total, the Council includes 12 elected representatives, and one member of the Council is a representative of federal authorities and is delegated to the Council by the Communications Administration of the Russian Federation. The members of the Council are elected for a period of three years, respectively, each year a third of the members of the Council are re-elected.

2009-2011: Confrontation with Ru-Center

At the end of 2003, RU-CENTER together with RosNIIROS (which retained some of the domains for itself) owned 87.4% of the domain name market in the RU domain. The increase in the number of registrars did not greatly affect the redistribution of the market - all attempts of the Coordination Center to somehow change the situation and enable new registrars to work normally on the market met with active resistance from members of the Board and the Board of the CC, who represented RU-CENTER.

The situation began to change only with the arrival of Andrey Kolesnikov as director of the CC in 2009. He once stood at the origins of the creation of a distributed registration system in the RU domain and was one of the “founding fathers” of the Coordination Center. And its activities were largely aimed precisely at somehow reducing the monopoly of RU-CENTER and providing conditions for the emergence of new registrars and more intensive development of those that already existed at that time. For a year and a half of its operation, 5 new registrars appeared, and the market share that RU-CENTER occupied at that time in the RU domain dropped to 33%. It is clear that this policy greatly worried the management of RU-CENTER - this is not only a blow to the image of the company, which, in fact, until 2009 in the eyes of runetchik looked like the main and almost the only carrier of the RU domain, but also a very noticeable decrease in income.

The launch of a new Russian domain in the Russian Federation was considered by the leadership of this registrar as an opportunity to take revenge and restore both its monopoly on the national domain and the level of its income. Well, for this, of course, it was necessary, by hook or by crook, to ensure that the Russian Federation domain was associated exclusively with RU-CENTER among Runet users, and not with other registrars, and certainly not with the Coordination Center.

To this end, RU-CENTER began the most active promotion of the RF domain, both in completely legal and open ways, and in not entirely honest ways, which will be discussed below. Actually, up to a certain point, this registrar behaved like any other company that wants to get ahead of its competitors and take the maximum market share. But the methods used by RU-CENTER cannot always be called honest.

For example, in spring 2009 RU-CENTER sent several thousand letters to various state and municipal structures with proposals to choose RU-CENTER as a registrar, where he indicated that applications for domains should be sent to the Coordination Center, and copies should be sent to RU-CENTER. As a result, the Coordination Center received 864 applications with a request to register 7161 domains, 491 of them for municipal authorities. At the same time, the same Lesnikov, as a member of the council, knew that the provision on reserving domains for state needs had not yet been adopted by the CC council and that this list would be limited only by federal authorities, and municipalities would not receive any advantages. The focal point then had to allocate a significant part of the CC resources to process these letters of application and to explain the impossibility of satisfying most of them. Thus RU-CENTER tried to get clients, the presence of which would significantly increase the status of this registrar as "state".

In the fall of 2010, before the start of open registration in the RF domain, when the Coordination Center and Andrei Kolesnikov personally asked the RU-CENTER management to give priority to the very municipal applications that were provoked by RU-CENTER itself, Alexey Lesnikov refused to do so, and all these domain names got to the internal RU-CENTER auction. And these domains were transferred to municipalities only after the mass appearance of letters from representatives of these bodies in the media - that is, not of their own free will, but "under public pressure."

If you look at the chronology of events, the situation with the auction in the .РФ domain developed as follows: back in 2009, after the acceptance of the Russian application for the Russian Federation domain in ICANN, the Coordination Center planned to implement this domain in several stages, including before the start of open registration to conduct period of premium registrations (a period with a gradual reduction in the cost of services for registration of second-level domain names in the .РФ domain), i.e. the same notorious "Dutch auction". And until the fall of 2010, it was just this way of distributing domain names in the Russian Federation. But at the end of the summer, the Federal Antimonopoly Service (FAS) opposed this, i.e. the state, therefore, in early September 2010, the council of the CC decided not to hold an auction - by the way, the then representative of the state in the council, Alexey Soldatov, also insisted on this. It is noteworthy that Alexey Lesnikov, a member of the CC Council and Director of RU-CENTER, also voted in favor of the decision to cancel the auction. He prefers to keep silent about this, he also keeps silent about the fact that, in accordance with the regulations of the Council of the Coordination Center, he, as a member of the council, had the opportunity to convene an unscheduled meeting of the council and defend his point of view, which he later actively promoted.

After this event, RU-CENTER, having officially opposed the “big” auction, began to prepare an auction “at home,” so to speak, in private. This is understandable: the general auction was simply unprofitable for this company, but after its cancellation, RU-CENTER's chances of obtaining a large number of “tasty” domains and further enrichment due to their actual resale from the company increased significantly. The coordination center knew about the upcoming auctions, so it posted on its website an open letter to users, which was immediately published by many media outlets. Attempts by the RU-CENTER management to find an excuse for their actions in the words of the director of the CC, Andrey Kolesnikov, do not stand up to criticism: the only news that says that Kolesnikov himself allegedly supported the auctions by the registrars has no confirmation. Not a single journalist who attended the press conference, as a result of which the news was written, did not quote these words anymore - only a representative of this reputable news agency "distinguished himself", who either misunderstood something, or missed, or even confused the author quotes. In all his interviews, which were published a lot before registration in the domain zone of the Russian Federation, Andrei Kolesnikov consistently spoke out against individual registrars holding their own auctions and warned of possible unpleasant consequences for both registrars and users.

Preparations for its own auctions were conducted by RU-CENTER before: for example, in May 2010, when RU-CENTER tried to arrange closed auctions for trademark owners, the Coordination Center was forced to freeze the disputed domains until the violations were eliminated. Then RU-CENTER explained this as a "technical failure" and stopped violations, rehearsing the launch of its auction and calculating the possible consequences of such actions.

The unfinished rules for holding an auction in the RF domain is what is most often called one of the main reasons for refusing to hold an auction and is reproached with the director of the CC. But there is one tricky detail here: the director of RU-CENTER Aleksey Lesnikov, who later scolded these rules and called them "crooked", was one of the members of the very working group of the Committee of Registrars of the CC, which developed these rules. It is not clear what prevented Lesnikov from making the rules better and "straighter". Is that personal greed: according to information from some members of the council and from the employees of the CC, Lesnikov demanded $ 40,000 for participation in the development of these rules, which was refused: the budget of the Coordination Center does not provide funds for such purposes.

Asserting that RU-CENTER was guided exclusively by the interests of its users during auctions, its representatives, to put it mildly, were cunning. For example, take the same list of "auction" domains. When RU-CENTER was asked to provide a list of unfortunate “owners” of domain names won at the auction, in order to have information about these actual administrators and, if something happens, to be able to restore their right to domain names, RU-CENTER sent ... a plate with the names of more than sixty thousands of domains in the XN-- - format: no details, contacts, names, or any indication by which these "owners" could be identified. That is, today these "owners" are recorded only in the local register of RU-CENTER, and in the main register, where data on all administrators of domain names in the RF domain is collected, there is only one administrator for 62,000 domains - RU-CENTER. And there is no way to find out who all these people who won the auctions, how much they paid, were there any fraud on the part of the organizers of the auction. Besides, the list of domain names that RU-CENTER registered for itself hardly reflected the interests of ordinary users: the domains of prostitutes.рф and several hundreds of similar ones registered by RU-CENTER are clearly not needed by an ordinary runetnik.

As for the international experience, which RU-CENTER and its representatives are so fond of referring to, there is practically no international experience in holding auctions in new country (ccTLD) domains. There are two reasons for this: firstly, the overwhelming majority of existing national domains were “launched” long before the domain space began to interest the public and business of these countries, and therefore all the “tastiest” domains are quite in accordance with the rules and ICANN, and national registries were received by those who were the first to hurry up and realized that a domain name is not just an entry in the registry, but a real source of additional income, popularity and the possibility of influencing others. Second, in line with ICANN's guidelines, “the applicant must demonstrate a willingness to manage the root domain in a fair and equitable manner for the local Internet public. Registration rules must clearly state that all people should be able to register domains with equal treatment, without providing any preference for a certain segment of the Internet public. It is not considered incorrect if domain registration is limited only to people of the country that the domain serves. " The constantly cited example with the restart of the Colombian CO domain and the fact that it was the auction held during the restart that helped to avoid scandals and proceedings in this domain zone is completely incorrect. First of all, the state spoke in favor of holding an auction in this domain zone, which took an active part in the formation of both the rules for holding the auction and (which is important) the rules for the distribution of profits received from the auction. There are no more examples of holding auctions in country domains - in the EU domain, which RU-CENTER also likes to refer to, the auction itself was not held, a number of "especially valuable" domain names were sold by the domain administrator at an increased price. As for the example with the .ASIA domain, it is generally a gTLD and was allocated to the operator by ICANN on quite commercial terms.

Further, in the fall of 2010, during the start of the procedure for open registration of domains in the .РФ zone, Ru-Center collected preliminary applications for 25 thousand domains and put them up for auctions, thus gaining 366 million rubles. The general director of the CC, Andrey Kolesnikov, considered such actions to be a violation of the rules, since the domain must be registered in the interests of the first applicants, besides, the registrar does not have the right to register domains for itself. But Ru-Center ignored Kolesnikov's demand to stop auctions.

Pavel Levushkan, director of the Other Europe Center for Strategic Studies, commented on NI in July 2011: “Ru-Center's actions are a classic example of cybersquatting. By paying for the most popular domain names for only 70 rubles. at cost, the company bought them and sold at least 25 thousand domains at closed auctions at an average price of 5-7 thousand rubles. for every".

On October 31, 2010, the acceptance of applications from new members for inclusion in the Council of the Center was completed, they could be nominated either independently or on the recommendation of the current members of the Council. For both categories, two new members of the Council are to be elected. A total of 16 applications were submitted, 5 of them on the recommendation of the members of the Council.

On December 20, 2010, regular elections to the Council of the Coordination Center for the national domain of the Internet took place. Following the election, the new members of the Council were Alexander Fedorovich Klimov, Alexander Sergeevich Nashchekin, Alexander Valerievich Panov and Sergei Alexandrovich Plugotarenko. Marina Vasilievna Nikerova was elected Chairman of the Council instead of Mikhail Vladimirovich Yakushev, whose term of office expires in 2010. New members of the Council will take up their duties on January 1, 2011.

In 2010, the term of office of members of the Council expired for the Chairman of the Council, Mikhail Vladimirovich Yakushev, and for three members of the Council: Vasily Vadimovich Dolmatov, Alexey Pavlovich Platonov and Mark Mikhailovich Tverdynin.

New board members were selected by its existing members through a rating vote. According to the charter, it was necessary to elect 2 members in each category "A" (candidates nominated by members of the council) and "B" (self-nominated and candidates nominated by the public).

Among the candidates who did not pass in category "A": Head of the Department for the Development of Digital Technologies of the All-Russian State Television and Radio Company (VGTRK) Dmitry Mednikov, Director of Key Clients of the backbone operator Eurotel (a subsidiary of MTS) Dmitry Zakharov and Head of the Department of Network Solutions of the Institute Mathematics and Informatics of the University of Latvia (domain zone administrator. lV) Katrina Sataki.

In category “B” among the non-qualified candidates: CEO of 1C-Bitrix Sergey Ryzhikov, employee of the Russian representative office of IBM Dmitry Burkov, representative of the Friendly Runet fund Evgeny Bespalov, lawyers Viktor Naumov and Anton Sergo.

Until now, only one registrar has been represented on the board of the CC - this is the general director of Ru-Center, Andrey Lesnikov. In addition, the council included Alexey Platonov, director of the Russian Research Institute for the Development of Public Relations (RosNIIROS), and Alexei Soldatov, the founder of this organization, Deputy Minister of Communications. In the 90s, RosNIIROS was the administrator and the only registrar of domains in the .Ru zone, and with the beginning of the demonopolization process, Ru-Center was separated from this organization. Market participants believe that Platonov and Soldatov are co-owners of Fiard, which owns 49% of Ru-Center.

Platonov is leaving the council this year, and Soldatov, after resigning in November this year, was recalled by the Ministry of Telecom and Mass Communications. The representative of the state occupies 13 seats on the council, has a veto and is appointed to the council bypassing elections. This place was taken by Deputy Minister of Communications Ilya Massukh.

Vasily Dolmatov, deputy general director of Cryptocom, and Mikhail Yakushev, former head of the legal department of the Ministry of Information Technologies and the Russian representative office of Microsoft (now working for Mail.ru Group), are also leaving the board.

Composition of the Council of the Coordination Center for the national domain of the Internet from January 1, 2011:

  • 11. Alexey Yurievich SOKOLOV
  • 12. Denis Vladislavovich STAFEEV
  • 13.Oleg Igorevich TABAROVSKY
  • In 2011, 16 people applied for the vacating 4 seats for 2012.

Among the new board members are two representatives of telecommunications companies:

As for Medrish and Yakushev, they were already members of the KC board, but at the beginning of 2011 they left it due to the system of rotation of board members adopted in 2007 after three years in it. Medrish has been a member of the council since its foundation in 2001, Yakushev since 2004, and from 2007 to 2010. he was the chairman of the council.

    • Another new member of the council is Pavel Khramtsov, head of the Internet group of the Ru-Center domain registrar. In fact, he comes to replace Alexei Lesnikov, advisor to the general director and ex-head of Ru-Center, who is leaving the board at the beginning of 2012.

Who else claimed to be elected to the CC council is not reported. But two CNews sources close to the council said that among the candidates were Alexei Matveev, former marketing director of the Openstat service, Grigory Trusov, president of the Contact-Expert marketing agency, Sergei Sharikov, general director of the RegTime domain registrar, and Sophia, head of the Infoexpertiza law firm. Grunyushkin.

Since 2010, the CC Council also includes:

    • managing partner of Hosting Community Alexander Panov, who became the CEO of Ru-Center in the spring. Thus, Ru-Center retained two representatives on the board.

In September, the 11th International conference of administrators and registrars of ccTLDs of the CIS, Central and Eastern Europe TLDCON 2018 was held in Jurmala, Latvia. It is organized by its autonomous non-profit organization "Coordination Center of the National Domain of the Internet" - the .RU / .РФ and , among other things, the founder of the Smart Internet Foundation and the domain zone. CHILDREN. The head of the center, Andrei Vorobyov, tells the site about the activities of his organization and the development of the Russian domain market in a global context.

Andrey, please tell us what is the current situation on the Russian domain market - and how does the Coordination Center (CC) behave against this background?

Domain.RU, like many other domains of the former Soviet republics, by the way, is showing signs of steady development, its popularity is not decreasing. At the same time, the tasks assigned to the national registry are somewhat different and broader than those of the registries of general use domains (such as .COM, .NET, .ORG) or new domain zones (.SHOP, .ONLINE, etc.). The missions of national country two-letter domain registries have always been slightly broader. In most cases, the management of national domains was initially carried out by scientific organizations and the academic community. For example, in Russia, the right to manage the .RU domain was delegated in 1993 to the Russian Research Institute for the Development of Social Networks (RosNIIROS), and then transferred to the Coordination Center.

The CC, like any non-profit organization, has statutory goals and objectives that determine the annual budget and main directions of the center's activities. At the forefront is always assistance to the development of the Internet in Russia, the creation of the necessary infrastructure for the stable and reliable operation of .RU / .РФ domains. The second area is information security, assistance to law enforcement agencies and analytics related to domains. Finally, international cooperation. CC experts act as representatives of the Russian Internet community at international platforms and share their views on the management and development of the technical component of the Internet. On the other hand, it is we who act in our country as the host of international events related to Internet governance, our specialists participate in the work of the program committees of many industry events, including foreign ones.

In addition, CC is doing a lot of work with copyright holders, becoming a link between them and the registrar community. The dialogue takes place within the framework of our permanent committees and working groups that are created to solve specific problems. We practice a multi-stakeholder decision-making model that takes into account the views of all stakeholders.

    - The TLDCON conference is a specialized event organized by the center since 2008. How did it develop and what topics are most actively discussed today?

In 2008, in the depths of the CC, the idea of \u200b\u200bcreating a platform was born where regional registries and registrars from the countries of Central and Eastern Europe, the CIS and the Baltic States, Central Asia could meet, that is, a fairly local community, participants with similar ideology and approaches to the industry. The registries responded first, then the registrars moved in. In the professional community, one can easily speak using special terminology, freely discuss the most acute topics.

One of them is the growing role of national registries, which in their countries should become drivers of the development of national Internet segments. CC acts as a partner of all key industry events not only to advertise .RU / .РФ domains, but also to increase the level digital literacy users. We are a permanent participant and partner of all major industry projects of a federal scale, for example, the annual "Single Lesson on Safe Internet". We prepare materials on the use of domain space, constantly talk about threats on the network, such as phishing or the distribution of malicious software.

    - The topic of security - why has it become so relevant today for participants in the domain registration market? What are the challenges facing the industry players in this regard?

This topic has been relevant for many years both for the Russian and international markets. It's just that the list of issues related to security is constantly expanding. Before, for example, we did not discuss the story with information intermediaries and the registrar's responsibility for content. We performed a technical function, interpreted security at the level of the domain space itself. However, over time, attackers learned to exploit vulnerabilities in the DNS system - and there are indeed many of them, since it was created a long time ago, in a different trusted environment. Now preventing attacks through DNS vulnerabilities has become our number one professional task. Six years ago we launched the Netoscope project, which allows building some kind of connections based on data analysis. For example, if one domain is involved in illegal actions, then the system allows you to evaluate other domains that are registered by the same administrator, or the nature of the use of a domain registered according to a certain algorithm. Accordingly, we work not only with an already committed crime, but we can also take certain preventive measures.

    - More and more organizations like the Central Bank or the Federal Tax Service are seeking to obtain the right to pre-trial blocking of domains. Why is this happening and why do they need it?

These organizations want to be part of a proven self-regulatory mechanism. For example, if cybersecurity experts see that a domain is involved in phishing, then the Competent Organizations cooperating with us immediately send a message to the registrar to remove it from delegation - and the problem is resolved. All this takes place in the very trusting environment created by us as a coordinator, by our registrars, and by those competent organizations that have taken responsibility for the expertise. Now the CC has authorized nine competent organizations, each with a specific specialization. Among them are Kaspersky Lab, Dr WEB, Fin-CERT of the Central Bank of the Russian Federation, Bizon, Safe Internet League, ROCIT and others.

The mechanism works, but it is voluntary, which means that the result is not always guaranteed. And most importantly, it applies only to domain names in .RU and.RF zones. And phishing attacks, of course, do not occur only there. In other domains, the registries of which are Russian organizations, similar mechanisms are gradually being introduced to combat the use of domain names for illegal purposes. But, for example, the Cyrillic domains .ONLINE and .SITE are managed by the Swiss registry, and they do not have such a trusting relationship with our competent organizations. Roskomnadzor, which maintains a register of sites and ensures their blocking at the domain, hoster, or operator level, does not have its own expertise, except for certain types of information (for example, violations in the field of online casinos). Therefore, Rospotrebnadzor, the Ministry of Internal Affairs or the prosecutor's office send him requests within their areas of responsibility. The Central Bank also offers its expertise: it is ready to describe the phishing criteria and submit information about violations to Roskomnadzor. Other organizations want to achieve the same within their competencies: Rosalkogolregulirovanie wants to block resources with counterfeit alcohol, the Ministry of Health - with fake medicines, DIT - with fake social cards of a Muscovite.

On this moment the mechanism of trust relations works where there is no well-developed effective legislation. As soon as the concept of phishing is regulated by law (and the first steps towards this have already been taken), we will probably exclude it from our mechanism. It is difficult for a registrar to work with a large number of organizations, for this he also needs to involve a large number of experts - and he, in turn, wants to receive unambiguous notifications from public authorities. Therefore, on the one hand, the idea of \u200b\u200bgiving each department authority in its own direction is not bad. But there is no guarantee that all their calls will be correct, and that then you will not have to answer for the erroneous blocking. Therefore, our idea is that these relations are regulated at the legislative level, so that only one government authority authorized to carry out pre-trial blocking of Internet resources works with registrars.

    - What recent events in the domain industry would you highlight?

The market is still under the impression of over 1,500 new domain zones. Not all of them have already started working, but, for example, the registration of domain names has begun recently in the .SPORT domain. This, of course, will attract the interest of the sports community, companies will have a choice in which domains to register their official resources.

Over the past few years, we have seen an increase in competition between generic and national domains, noticeable by the registration statistics. The gravitation of business to social networks is also clearly visible: it is no secret that many companies, especially small and medium-sized businesses, have learned to trade very successfully in social networks and no longer create traditional sites, which means they do not register domains for them. Even e-mail on the domain, which was a definite marker of business seriousness, is no longer a necessary element. This trend is also changing the landscape of the domain market.

Another big topic is regulation. We see that not only the Russian Government is making its own adjustments to the work of the Russian registry. Similar processes are taking place in many countries of the world. International law enforcement structures and organizations also contribute to the strengthening of the regulatory impact. The GDPR introduced by the European Union led to colossal changes in the global domain market, many registries and registrars had to literally rewrite their policies and rules.

Someone will say that it is bad when his interests are affected. For example, today the FAS is examining the statements of several Russian registrars regarding changes in the cost of services to access the registry. In other post-Soviet countries, similar incidents happened, but there, as a rule, it was possible to prove that we are talking about the national domain as an infrastructure part of the global system. Our question is posed differently: the problem lies not in the prices for domains, but in the service of access to the unified registry. If the FAS considers the position of CC and TCI to be dominant in the market, then the participation of the antimonopoly agency in further price regulation seems logical, which will become a new word in the global domain industry, but we are ready for that too. Another thing is that in this way the FAS, in fact, will act on the side of cybersquatters and "niche" registrars who simply protect their money. We'll see how the market will develop if such a decision is made. But in any case, I believe that the current administrative proceedings are also part of the evolutionary path of development of Russian national domains.

    - Will new technologies likeBigData or blockchain?

Indeed, many interesting scientific hypotheses appear, for example, the idea of \u200b\u200bmaking a domain registry based on blockchain technology. But the domain industry as a whole is conservative: despite the vulnerability of the DNS protocol, no one has yet risked abandoning the use of the domain name system in favor of something else. In addition, it is unlikely that any particular country or registry will be able to independently dictate the fashion in the market. The market must change at the global level and, accordingly, go through a long progressive path again of evolutionary development.

    - What are the plans for the development of CC - tactical and strategic?

I would single out three main directions of CC development, which are based on those previously approved for the period 2017-2019. the founders of the CC priorities. Of the six points of the current strategy, I will focus on three. First, it is an increase in information security, the use of data analytics, including through the Netoscope project.

The second is international activity. In the past, for example, the TLDCON conference was the only place where our leadership role as a national registry became visible. Today, this status of the CC has become more expressive: this year the President of ICANN (Internet Corporation for Assigned Names and Numbers, the Internet Corporation for Assigned Names and Numbers - editor's note) came to Russia, in May 2018, the largest the annual Conference of European Country Code Registries, and the Eastern European DNS Forum will take place in December. In the summer of 2019, Vladivostok will host the Asia Pacific Regional Internet Governance Forum. An application has been made to host the ICANN meeting in 2021.

The third point of the strategic program is to promote the development of the Internet through educational projects. Every year, the CC together with Rostelecom holds the "Learn the Internet - Manage It!" Championship, in which about 15 thousand schoolchildren take part. Gradually, this game gains followers and transforms into an international movement: representatives of the CIS countries are already participating in the project, it has an English-language version, an analogue of the championship has begun to be held in Vietnam.

Historically, national registries are responsible for Internet governance issues at the national level - this is a global trend. The focal point participates in this movement globally, involving the maximum number of Internet users in it.

The founders Public-State Association "Association of Documentary Telecommunications" (ADE), "Union of Internet Operators" (SOI), Regional Organization "Center for Internet Technologies" (ROCIT) and the Russian Research Institute for the Development of Public Networks (RosNIIROS). In 2015, the Ministry of Communications and Mass Media of the Russian Federation and the Institute for Internet Development (IRI) were also among the founders.

Coordination Center for the national domain of the Internet (abbreviated name - Coordination Center for .RU / .РФ domains, KC; full name ANO "Coordination Center for National Domains of the Internet") - Administrator of country code top-level domains .RU and .РФ. Performs the functions of a national registry: administering national domains, technological development of infrastructure, development of regulatory documents, accreditation of registrars in the .RU and .RF domains, representing Russia in the activities of international Internet organizations, and popularizing the Internet. The main task of the Coordination Center is to ensure the reliable and stable functioning of the DNS infrastructure of the Russian segment of the Internet. CC is responsible for the basic infrastructure of the Russian Internet.

Before the appearance of the Coordination Center, domain.RU was under the control of the Russian Research Institute for the Development of Social Networks (RosNIIROS). Back in 1993, a meeting of the largest Internet providers existing in Russia at that time took place: Demos, Relcom, Glasnet, Sovam Teleport, Frinet and others. Having shown flexibility and willingness to compromise, the meeting participants signed the Agreement “On the procedure for administering the .RU zone”, according to which RosNIIROS was entrusted with the administration and technical support of the .RU national domain. At the same time, in order to perform the functions of control over what is happening in the .RU domain, representatives of the organizations that signed the Agreement formed a Coordination Group for the .RU domain (CG) - an expert group, which included representatives of Internet providers and scientific networks,

In 2015, the Ministry of Communications and Mass Media of the Russian Federation and the Institute for Internet Development (IRI) were also among the founders. Since the establishment of the Coordination Center, the system of registration of domain names in Russia has been reorganized: administrative and technical functions of the national registry have been separated; improved procedure for working with end users; the conditions for accreditation of registrars are accepted; a new protocol for interaction between system users was introduced; the regulatory framework for the new registration system has been developed.

In its activities, the Coordination Center draws on the experience of international organizations, such as the Internet Corporation for Assigned Names and Numbers (ICANN), which coordinates the allocation of domain names and IP addresses, ensures the stable and secure operation of unique Internet identifiers systems, Council of European National Registries top-level (CENTR), the Asia-Pacific Association of Top-Level Domains (APTLD), representing the regional associations of national registries, the International Telecommunication Union (ITU), the Internet Governance Forum (IGF) and others.

The competence of the general meeting of founders includes the following issues: determination of the priority directions of the CC, the principles of the formation and use of its property; approval of the procedure for convening a general meeting of founders and the formation of a draft agenda for the meeting, approval of the rules of the council and the rules for the formation of the council; appointing a director, early termination of the director's powers and making a decision to terminate (terminate) or change the employment contract concluded with the director, appoint the initial composition of the board; reorganization and liquidation of the Coordination Center, the creation of its branches and the opening of representative offices; approval of issues submitted by the director for consideration within the competence of the director; appointment of the auditor of the Coordination Center, as well as the election of the audit commission and the appointment of its chairman, or the appointment of an auditor.

      Internet Technical Center (TCI)

In 2009, the Coordination Center and the Internet Development Fund (IDF) (domain registration SU) jointly established the Internet Technical Center (TCI). TCI performs technical functions of supporting the main registries and registration systems for national domains .RU, .РФ and SU, ensures the smooth operation of the domain name system of the Russian segment of the Internet and the global Internet in general. The creation of the TCI led to the unification and simplification of registration procedures, ensuring the stability of the Russian national top-level domains .RU, .РФ and SU and improving the quality of services provided to registrars.

      Registrars

Since June 1, 2001, domain name registration services for end users in Russia have been provided by registrars accredited by the Coordination Center. In 2016, the number of accredited registrars reached 38. These are companies located in Moscow, the Moscow region, St. Petersburg, Samara, Kaliningrad and Novosibirsk; many of the registrars are actively developing their own partner networks (in affiliate programs registrars usually involve internet and hosting providers, web studios) that provide services across the country. Thus, any user interested in registering a domain name will be able to easily use this service.

The Coordination Center administers the .RU / .РФ national top-level domains, that is, it performs the functions of the national registry. The national registry maintains a database of registered second-level domain names and maintains the functioning of these names on the Internet. The Coordination Center is not a registrar and direct registration of domain names through it is impossible; it only determines the policy of registration of domain names in the top-level domains administered by it.

      National domains.RU and.РФ

As the administrator of .RU and .РФ national domains, the Coordination Center pays special attention to their popularization, the expansion of the use of domains by individuals and organizations and, as a result, the growth of the number of registered second-level domains, as well as raising awareness of Russian Internet users about the operation of the domain registration system. names. The high level of trust, reliability and stability of the national domains .RU and .РФ, as well as the receipt of high-quality services by a professional audience, contribute to a more active use of the resources of the global Internet network, a significant increase in the number of Internet users and further development of the Internet in Russia.

The .RU domain maintains a leading position among the largest ccTLDs in the world with one of the highest growth rates of domain names over the past five years. Russian domain.RU is one of the largest top-level domains in terms of the total number of registered domain names among existing ccTLDs and generic domains.

The .РФ domain, a new Cyrillic domain delegated in 2010, demonstrated the highest growth rate - 700,000 domain names were registered in less than two months - and immediately entered the top 20 largest European country code top-level domains. Today, the RF domain has more than 850 thousand domain names.

      Events

The Coordination Center of the national domain of the Internet regularly holds various own events for market participants. The main ones are:

Russian Internet Governance Forum ... The purpose of the Russian Internet Governance Forum is to unite all professional points of view and organize a discussion to find a consensus between government bodies, the professional telecommunications community, business and civil society on the further development of the Internet in Russia. The Forum became a starting point for enhancing the participation of Russian representatives in the work of international organizations dealing with Internet governance issues.

International conference of administrators and registrars of ccTLDs from CIS countries, Central and Eastern Europe. The main goal of the conferences is to involve leading registrars of various ccTLDs in the discussion of Internet-related issues and to organize interaction between registries and registrars of ccTLDs from different countries. This becomes especially relevant now, when it is the national segments of the global network that are actively developing.
